Instability, Crisis, and Recovery Program (ICRP)

The Instability, Crisis and Recovery Program, led bytheAED Center for Civil Society and Governance, provides participating USAID Missions and offices with innovative, results-oriented responses to the challenges facing rebuilding and restrictive countries. The ICRP offers timely, short- and long-term specialized technical assistance for assessments, research, training, monitoring and evaluation, and rapid programmatic response. The AED Consortium—described below—views conflict through a peacebuilding lens, striving to prevent,reduce, and transform violence by fostering relationships through mediation, negotiation, and dialogue.It targets key populations, those groups with the greatest potential to transform conflict: youth, women, traditional and religious leaders, and the diaspora. The approach identifies, supports and links local capacities, building upon local assets for peace and strengthening local partners.
Core expertise and services provided:
- Peace process support
Implements our pioneering multi-track, multi-stakeholder engagement strategy to connect and build capacity within tracks. The process is called “one-text,” because it literally focuses each party’s attention on one text. This text serves as a working draft of each party’s perspectives, narratives and recommendations, which essentially creates a foundation of common interests rather than partisan positions.
- Conflict analysis
Entails a systematic study of the profile, causes, actors and dynamics of a conflict, leveraging existing capacities and information and using participatory processes to engage key stakeholders at relevant levels—local, regional, national.
- Conflict mitigation
Applies innovative approaches to an array of peacebuilding activities such as mediation, peace advocacy and education.
- Conflict management
Integrates AED’s more than 45 years of experience in all traditional sectors of peacebuilding. Conflicting groups are brought together to find common ground and answers to shared challenges, whether they relate to health, security, education, natural resource management, governance or economic development.

Contact the Cognizant Technical Officer in USAID’s Office of Conflict Management and Mitigation (CMM) at conflict@usaid.gov. CMM will work directly with USAID offices to develop scopes of work. Fair opportunity exceptions apply to the ICRP IQC, including cases of urgent need or cases where only one contractor has capability at the level of quality required, when the requirement is unique or highly specialized.
