Managing African Conflict
Managed by AED, which currently has offices in 21 African countries
and a global portfolio of CPMR programs, the MAC Consortium connects
the AED Center for Civil Society and Governance and four additional
core partners with extensive African CPMR experience (Search for
Common Ground, Innovative Resources Management, SaferAfrica, and
CECORE). The consortium also includes nine African CPMR resource
organizations, a network of universities and research organizations,
and additional international resource organizations.
The AED MAC Consortium is united by a common commitment to working
with USAID missions and other U.S. Government entities to develop
and implement flexible, rapid, and appropriate CPMR programming
that links sound analysis with innovative practice, uses multi-track,
multi-level approaches, leverages multiple sectors, and respects
and builds upon local CPMR knowledge and experience. We are distinguished
by on-the-ground, long-term experience in Africa, our ability
to quickly mobilize CPMR experts matched to all phases and types
of conflict, and our toolbox of innovative CPMR methods.
Services
The Academy for Educational Development Managing African Conflict
(MAC) Consortium of international and African partner organizations
provides state-of-the art conflict prevention, mitigation, and response
(CPMR) services to USAID regional, bilateral, and non-presence country
Missions and other U.S. government entities in Africa accessing
the MAC Indefinite Quantity Contract (IQC). The MAC IQC (2003-2008)
is a mechanism for implementing short-term and long-term CPMR activities
and programs to rapidly and flexibly respond to evolving conflict
situations in Africa, and to steadily build African capacity to
manage conflict.
CPMR activities might include:
- Conflict Assessments for regional, national, sub-national and
cross-border conflicts in Africa
- CPMR Training for inter-governmental, governmental, and civil
society organizations
- Institutional Strengthening, including information and communication
technology (ICT) development, for inter-governmental, governmental,
and civil society organizations active in CPMR
- Studying, Testing, and Disseminating Effective CPMR Approaches
through case and comparative studies, expert reports, and follow
up trainings
- Small and Large Grants for CPMR Activities designed and implemented
by intergovernmental, governmental, and non-governmental organizations
and networks
- Meetings and Conferences to host targeted discussions with conflict
belligerents and CPMR actors on an urgent or as needed basis
- Monitoring and Evaluation of CPMR Activities to ensure the achievement
of expected results and to identify any needed refinements
- CPMR Advisory Services to USAID Bilateral Missions and NPC Offices
(e.g., conflict-specific responses, multi-sector approaches, and
conflict-sensitive programming in all sectors)

Peace Media: Search for Common Ground’s “common-ground”
journalism training and media programming including radio programs
that deliver pro-peace messages and lessons
Africa Peace Tools Platform: A secure online forum
for peace process parties to access resources, share information,
use the “one text” negotiation method, and more (developed by Groove
Networks, Inc.)
Peace Negotiations Support: Organizational development
technical assistance to government Peace Secretariats, public information
campaigns to support secretariats’ communications strategy, and
peace negotiations training by seasoned international negotiators
Surveys and Opinion Polls: Afrobarometer surveys across
Africa, “real time” opinion polls, and Knowledge, Attitude, and
Practices (KAP) surveys to catalyze public dialogue on conflict
solutions Consensys™ Community-Level Dialogues: Innovative Resources
Management’s (IRM) Consensys™ method combines alternative dispute
resolution and participatory development to engage multiple stakeholders
in dialogues that yield collaborative solutions and implementation
plans
Peace Networking: Networking women, youth, business persons,
and other stakeholders nationally and regionally to ensure their
voices are heard in peace processes and regional early warning mechanisms
Traditional CPMR Approaches: Integrating proven traditional
methods for conflict mitigation and resolution based on principles
of community participation and ownership. These traditions may incorporate
music, dance, storytelling, ceremony, and poetry as vehicles for
reconciliation and peace building.

with USG clients to develop scopes of work. MAC IQC holders can
submit proposals within two weeks after the task order solicitation,
and deploy staff rapidly after a task order award.
