Anne O'Toole Salinas, Senior Program Officer

A specialist in program design and implementation, Ms. Salinas has managed extensive projects around the world, including in several conflict zones. As Senior Program Officer for AED’s Center for Civil Society and Governance, Ms. Salinas has designed and managed civil society strengthening and peace building projects including ones in Liberia , Bangladesh , and Kosovo. She also manages the Managing African Conflict (MAC) and Instability, Crisis, and Recovery Programs (ICRP) Indefinite Quantity Contracts (IQCs).

Prior to joining the CCSG team, Ms. O’Toole Salinas worked for six years as a contractor with USAID, where she gained considerable knowledge of civil society and DG and transition programming in Africa . She worked for three years in the USAID Africa Bureau Sustainable Development (AFR/SD) Office as a Regional Information Specialist and Activity Manager, focused largely on economic rehabilitation and transition activities in the Horn of Africa. In this position, she helped to design, monitor, and evaluate programs that were seeking to promote the transition from relief to development in stable opposition-held areas of Sudan .

Prior to her position at AFR/SD, Ms. O’Toole Salinas provided research and analysis to USAID officials on Democracy and Governance (DG) issues in her position as Senior DG Research Analyst with the USAID Africa Bureau Information Center (ABIC) – part of the AED Research and Reference Services (R&RS) project. She has also had short-term assignments working in a number of US-based human rights organizations, including Amnesty International USA, and experience working with civil society organizations in Kenya and Zimbabwe. Ms. O’Toole Salinas has her Master’s in International Affairs from Columbia University ’s School for International and Public Affairs where she concentrated in Human Rights and Humanitarian Affairs and earned a Certificate in African Studies.
