Prior to coming to the United States, Carmen worked for UNICEFin Romania, doing extensive work on decentralizing the child welfare system and strengthening the partnerships between local governments and child welfare civil society. She founded a youth non-profit organization to promote sexual education in Romanian high-schools. In 1997, she received a Fulbright Scholarship and came to the United States for her graduate education. Carmen completed a Masters in Social Work in 1998 from the University of Kentucky, and has recently earned her Ph.D. from Catholic University of America in Washington, DC. Carmen’s research interests are international social development, particularly social capital, civil society, and higher education in developing countries.
